In Arizona, who is responsible for a calf that got hit by a car, and is now laying on the side of the road?

I know who's calf it was, by the brand, and I know that he will not pick it up, doesn't care. The brand inspector says it's the highway department's responsibilty, the sherriff's say it the livestock inspector's responsibility, and the highway department says it's the sherriff's responsibility. I'm just a lowly taxpayer here with my own ranch and animals and I don't want to look out at a dead calf.


If the meat is still good, and no one else will take responsibility, you have free steak. If you don't like that answer, get over it.
